Development Consent will be required before Stage 1 of the Master Plan can be implemented. The proposed works are consistent with the development controls established for the site under the Royal Randwick Racecourse Development Control Plan, the main planning instrument adopted by Randwick City Council to guide development on the racecourse site.

The Stage 1 Works have been deemed a 'Major Project' under the provisions of State Environmental Planning Policy (Major Projects) 2005 (Major Project SEPP).

The Major Project SEPP establishes the planning process to be followed for the assessment and determination of the Stage 1 development application.

Under the provisions of the Major Project SEPP, the Minister for Planning is the Consent Authority for the development application henceforth known as the Environmental Assessment. The Minister for Planning has delegated responsibility for the consideration of the Environmental Assessment to Randwick City Council.

The AJC will lodge the Environmental Assessment for Stage 1. Randwick City Council, acting on behalf of the Minister for Planning, will advertise and exhibit the Environmental Assessment. Residents and stakeholders will be able to make a submission to Randwick City Council about the proposed development.
